The article below came to the attention of the NorCal Board of Directors as they were finishing a new initiative designed to put a stop to cheating in reference to playing older players in younger age groups. You can read the whole article on the Far Post Report Sereno Soccer official quits in scandal From the Arizona Republic: Sereno Soccer Club's director of coaching resigned Thursday, two days after his under-19 boys team was disqualified from the U.S. Youth Soccer National Championships because of a falsified form for a former player. Playing older players in younger age groups is extremely damaging because it strikes at the heart of the NorCal system in which integrity, honor and trust between teams and Clubs are so important. Furthermore, it often involves the players and parents knowing about the cheating and being put into the situation of either staying involved with a cheating team or leaving the team and Club. Beginning immediately NorCal will have a three week amnesty – until September 1st, 2008 - during which Norcal will not investigate or sanction teams and Clubs that self report or change players to their proper age group teams. After September 1st, any team that is found to have purposely used an older player on a younger team will be subject to severe sanctions – including elimination from present and future NorCal events.
Important information: It is extremely difficult to conceal cheating of this type! Within the past two weeks, Norcal has received reports of a particular US Club Club (not presently in NorCal) involved in alleged rampant cheating. This information was reported to NorCal by a parent who left that Club to join an “honest” Club. NorCal has brought this situation to the attention of US Club officials. . We are aware of another team – presently playing in NorCal events – in which a parent “offered” the coach a player ten days too old for his team. The coach declined, but recently saw that player on another team of the same age. This club has been contacted and is investigating the player. All teams and Clubs should use a “trust, but verify” policy for all players. If there are conflicting reports regarding the age of a player – report that problem to NorCal. Please don’t jeopardize the good reputation of your team and Club to the whims of overzealous parents who don’t understand that NorCal is - a “development of players” league not a “win at all costs” program – “trust, but verify”! All over the world, it is considered in the best interest of the more physically mature younger players that, if the competition is not up to the standard needed for their personal improvement, they play up against older players - not down where they can physically dominate their smaller opponents. NorCal asks that all Clubs have a “key person” insure that your Club has a “system” in place to guarantee that players are in the correct age group and that all coaches, managers and parents understand that a “win at all costs” mentality will not help young Northern California soccer athletes develop into the high level players so many of them dream of becoming!
