Rules of Play

All teams wishing to enter the Norcal Premier Spring/Summer League read, understand, and agree to follow the Norcal “Rules of Play” as outlined below.
  1. All players, coaches, managers and parents will be expected to exhibit, at all times, the highest levels of sportsmanship and fair play!
  2. All teams must have joined and have their US Club Soccer and Norcal ID #’s; and their official US Club Soccer team roster. Your information for both organizations must be current for this season.
  3. All teams must agree to travel and play single games, if necessary, against any team, possibly 250 miles away. Whenever possible, Norcal will attempt to use doubleheaders to limit travel, but this is not always possible. Our playing area, at the present time is the area between Sacramento, Visalia, San Jose, and Sonoma County. The majority of teams are within an hour of the Bay Area.
  4. Single teams, isolated by location, away from other teams in their division might have schedules with less home games than teams from areas that have more teams in the division.
  5. Beginning this year, at the request of many Clubs, only the Premier Division(s) Spring League schedules will be based solely on seeding and ranking. All other divisions, whenever possible, will be scheduled based on location with the goal of having divisions based on “Regional Play” with less travel.  
  6. All games in the Divisions, boy’s and girl’s, will be scheduled on Saturdays. Changes in the schedule are acceptable only with the willing consent of all teams involved. It is especially important that doubleheaders be played as doubleheaders even if they are rescheduled.  Please feel free to reschedule games if it is convenient for both teams, e.g. - a Danville team playing a Livermore team on a lighted field in the evening. We do not want to micro-manage what is convenient for both teams, but we also don’t want teams pressured into accepting changes not to their liking or those made for frivolous reasons.
  7. Except for the situation explained below (8), this is advertised as a Saturday League! If your team can not play all or the great majority of their games on Saturdays, you should not play in the Norcal Spring League. Norcal does not want teams to make multiple schedule changes from Saturday to Sunday because the team is playing to two leagues without the player base to meet their responsibilities to play Norcal games on Saturdays. Playing in two Leagues is against the rules unless you have permission from the League Manager and no teams have asked for or received that permission.
  8. The exception to Sunday play is teams and Clubs in Disrict 2 (San Mateo County and South) that have a severe field shortage. We ask that all teams be considerate and flexible when scheduling away games in that region. When playing away, the District 2 teams should be available for Saturday games!
  9. The playing season will begin Saturday, April 12th and end Sunday, June 8th. Postponed games should be rescheduled as quickly as possible.
  10. Managers and Coaches are expected to be cooperative in the scheduling process and to finalize their schedule based on the Norcal requirements and deadlines. Clubs and teams should have back-up for their coaches who have multiple responsibities. While Norcal wishes coaches to have the ability to control their schedule as much as possible – we know from experience that every busy coach with multiple responsibilities will not always be able to attend every game of the teams they coach.
  11. The term “tbd” - to be determined - will be used when scheduling games between teams within 30 minutes or so of each other. This will enable those teams to schedule and play the game on any day, time and place convenient to both teams.
  12. Based on successful past experience, it is strongly recommended that Clubs set in place a system that allows team managers to create their team schedule in cooperation with the other teams in their division.
  13. Managers and coaches must keep their contact information on the Norcal website current, and will have at least two contacts, preferably more, with email and telephone numbers listed. It is helpful if the name and contact information for a responsible Club officer is attached to every team.
  14. All necessary scheduling information must be posted on the website within 24 hours after the information is finalized.
  15. Teams entering this competition accept their responsibility to play all of the scheduled games. Failure to play all games, without the permission from the League Manager to do otherwise, will be considered a serious infraction of the “Rules of Play”.and will be considered when accepting teams for the 2008 Norcal State Cup(s)
  16. For most teams, there will be at least 2 and possibly 3 double headers during this season. The reason for doubleheaders is to reduce travel between playing areas - Visalia to Sonoma County, or Sacramento to Monterey and most other locations, and to create flexibility in the scheduling process.
  17. As much as possible, when the strength of groups of teams permits, teams will be divided into “Groups of Eights” with a 7 game round robin and then an additional 3 scheduled games (with points counting towards the championship) among the top 4 teams; and a similar round of games among the teams at 5th – 8th.  In most cases, this will result in a 10 game League schedule.
  18. The home team will be responsible for scheduling fields, game times and referee’s and paying for fields and referees
  19. Home teams are responsible for posting, on the website, game times and fields 24 hours after confirmation and “exact” scores on the website within 24 hours of the completion of the game.
  20. The fee for this event will remain the same as in 2007 ($300), with $100 of the fee specifically earmarked for Norcal Coaches Education and the developing Norcal Player Development Program.
