Announcing the 2007 Norcal Premier Spring League Season

We are pleased to announce the 2007 Norcal Premier Spring League Season for boys and girls soccer teams ages U8, U9, U10, U11, U12, U13 (Using fall 2006 age groups). We will announce the U14, U15, U16, U17 and U19 process by mid – February or earlier.

The 2007 Spring League is open to all teams that belong to a US Club Soccer Club; meet the following requirements; and are willing to follow Norcal Rules and Directives.

  • Quality - Teams must be committed to striving for quality concerning: fields, referee's, interaction, sportsmanship, and soccer experience.
  • Please have a person on every team read and understand the following requirements needed to cooperatively play in Norcal.
  • Clubs must have a named Director of Coaching
  • Clubs must have at least one high quality field (6 time slots) per 8 teams. Teams traveling long distances deserve to play on decent fields!
  • Clubs must have enough licensed referee’s available to cover their teams entered in competition.
  • Clubs must have a Norcal Premier Administrator responsible for helping teams maintain their club and team information, including contact information, on the Norcal web site
  • Clubs must be in good standing with Norcal Premier League
  • Clubs must have a Board of Directors responsible for their teams adherence to all the Norcal directives, rules, and circumstances necessary to cooperatively organize a League that encompasses an area of 15,000 square miles or the size of Switzerland. They must have an organization ready to provide fields and referees; and to manage changing situations, e.g. rain-outs or other emergencies.
  • Every team must have an active manager. Teams must never be “out of contact” from Norcal and the other teams they are playing.
  • Teams must be ready to meet their commitments - timely communications, availability of high quality fields, playing games as scheduled, and avoiding last minute non-emergency changes.
  • Teams that “drop” once they are selected and given the opportunity to withdraw without penalty will forfeit their registration fee, be placed in poor standing, and be unable to apply for Norcal Premier Events for one year or more.
  • Clubs with multiple problem teams may be placed in poor standing.
  • Last year, because many problems were created due to the Norcal website “switchover”, Norcal was reluctant to sanction teams and clubs for poor behavior. That will not be the case in 2007!

New rules for the Spring, 2007 Season:

  • All players may only compete with one club in the spring season
  • Any transfers must be approved by the league office

Registration Information:

  • Registration is open from December 15th to midnight March 7th for Premier and Gold teams and March 14th for all others.
  • U10 to U13 Registration fee until March 7th: $300
  • U8 and U9 Play Day Registration Fee: $125 per play day or $500 to attend all five play days
  • $50 of the fee increase will go directly to Coaches Education Program and the other $50 will go directly to our Player Development Program
  • Teams will not be considered registered until the registration fee is paid. Non-selected teams will be returned all fees paid
  • Teams must fill out the entire Norcal website registration form, including team history, to be selected.

U10,11,12,13 Divisions of play:

Norcal Premier will provide divisions of play for all selected teams up to 36 teams per age group (U10 to U13)

  • Divisions will be named Premier, Gold, Silver and Bronze.
  • U10's ( Fall 2007 U11's) will play 11 a side
  • Each Division will be 6 – 12 teams, depending on the strength of teams in a particular division.
  • Beginning April 14th: The Premier and Gold Divisions will be a Norcal Wide League - requiring the most travel
  • Beginning April 21st: Silver and Bronze divisions will play divided and organized, if possible on a more local basis.
  • Please note U14's , (Fall 2007 U15's), will be with the older calendar beginning in May.
U8 and U9 Divisions of Play:
  • U9 teams may apply to play in Premier and Gold Divisions run on a statewide basis - Every attempt will be made to schedule two games per day for traveling Premier and Gold U9 teams
  • All Under 8 teams, and the U9 teams who do not want to play in the Premier and Gold Divisions of league may participate in 5 Play Days - teams may choose to play in all five or they may choose to compete in individual Play Days.
  • In a U8-9 Play Day teams travel to one location and play 3-4 shortened games at one site hosted by a club - any clubs interested in hosting a play day should contact This e-mail address is being protected from spam bots, you need JavaScript enabled to view it
  • U8 and U9 Play Day Registration Fee: $125 per play day or $500 to attend all five play days
  • U9 teams not selected for Premier and Gold will receive a refund of the difference between League and Play Day fees - based on the number of play days they attend

Number of games:
Teams will be scheduled 7 – 12, usually 9 to 11, games in the 2007 Spring League. After 7 games, eight team divisions will compete in a centrally located scheduled one week-end 3 game championship round with the first 4 teams (and 5th through 8th) playing in a round-robin. The points earned will count for the League Championship!   

Promotion and relegation:
Any team that won their division in 2006 will be promoted into the next division provided 75% of their roster is the same

Team Selection and placement:
A Norcal committee will select teams based on merit. Every effort will be made to properly place teams as we firmly believe this is necessary to promote team and player development. The Norcal Premier League has the absolute discretion in making decisions which, in the opinion of the Board of Directors will provide the best competition and meet the objectives of providing teams the opportunity for player development.

  • To insure we have all pertinent information clubs are required to fill out the history section of the registration and update it up to the registration deadline on March 7th for Premier and Gold, and March 14th for all other divisions.
